In-Country Scholarship Programme in the Palestinian Territories • DAAD

Objective
The programme aims at fostering strong, internationally oriented higher education systems in the Palestinian Territories with the capacity to contribute to sustainable development. To this end, scholarships are granted for development-related Master studies for individuals who plan to pursue a career in teaching and/or research at a higher education institution in the Palestinian Territories.
By training future academic and professional leaders, the programme contributes to the following long-term impacts:
- Qualified professionals’ involvement in the solution of development-related problems in the Palestinian Territories
- Graduates strengthening education and research in the Palestinian Territories
- Structural strengthening and regional networking of partner institutions and partner universities
To achieve these long-term impacts, the following outcomes have been formulated as programme objectives:
Programme objective 1: Graduates have qualified to take over responsible positions in their, or for their, region of origin.
Programme objective 2: The participation of women and underprivileged groups is reinforced.
Programme objective 3: Organizational, financial and personal capacities of partner institutions are strengthened.
As part of the 'In-Country/In-Region Scholarship Programme', DAAD offers scholarships for Master studies. The programme is funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and aims at university staff in the first line, without neglecting the public sector demand of academically trained personnel.
Who can apply?
The target group are graduates from the Palestinian Territories with a first academic degree who want to pursue Master’s (Thesis Track) courses in their home country. (In-Country scholarships are aimed at students who study in their home country or in the country for which they have a residence permit of at least five years.)
What can be funded?
The In-Country Scholarship Programme supports full-time studies in subject areas with strong relevance to national development.
The scholarships at the four selected Palestinian universities are available in the following fields of graduate programmes:
Al Azhar University Gaza (for Gaza citizens resp. residents)
- Pharmaceutical Sciences*
- Clinical Nutrition*
Islamic University of Gaza (for Gaza citizens resp. residents)
- Critical Care Nursing**
- Laboratory Medical Sciences**
- Disasters and Crisis Management**
- Information Technology**
Al-Quds University (for citizens in the West Bank and blue ID holders)
- Pharmaceutical Sciences**
- Biochemistry and Molecular Biology**
- Electronics and Computer Engineering***
Birzeit University (for citizens in the West Bank and blue ID holders)
- Gender and Development Studies**
- Applied Statistics and Data Science**
- Civil Engineering***
Please note the following DAAD’s language requirements regarding the above-mentioned study programmes:
* IELTS at least 5.5 and TOEFL (IBT) at least 69 (TOEFL home edition or IELTS indicator (online test) are also accepted)
** IELTS at least 6.5 and TOEFL (IBT) at least 79 (TOEFL home edition or IELTS indicator (online test) are also accepted)
*** TOEFL (IBT) at least 95 (equivalent to C1; TOEFL home edition is also accepted)
Duration of the funding
The duration of the Master programme is generally two years and is usually starting in September of the following year.
Please note that the maximum duration of the scholarship is based on the time that is left until the scholarship holder has reached the regular period of studies in that programme; i.e., if you apply for a DAAD scholarship starting in your second year of studies of a two-year programme, the maximum duration of the scholarship will be one year.
The standard period of study and the start date are based on the agreement between the host university and the DAAD.
Value
The scholarship covers:
- Tuition fees (Master Thesis Track)**** per semester (the regularly charged amount will be specified in the Letter of Award)
- Monthly scholarship payment of 400 euros
- Annually study and research allowance of 460 euros
- Printing allowance of 400 euros, once towards the end of scholarship
The DAAD will endeavour to transfer the first monthly payment to your bank account as quickly as possible after the beginning of your scholarship. Processing the first transfer of funds may take some time.
Payments generally cannot be made prior of the scholarship start date and the commencement of studies at the host institution. Furthermore, no additional benefits that are not listed in this call for applications, such as benefits for family members, can be granted.
Selection
All applicants apply via the DAAD online portal not later than the deadline. After formal evaluation of the DAAD regarding the completeness and correctness of the applications, the applications will be forwarded to the host institutions depending on which host institution has been chosen by the applicant. The host institution screens and short-lists applications, then sends the pre-selection report and lists showing the participants of the pre-selection to the DAAD. The DAAD reserves the right of final selection and will conduct personal or virtual interviews.
Further information
DAAD In-Country scholarship holders are also
a) encouraged to apply for a short-term research stay in Germany for 2 up to 6 months.
Please note:
- The short-term research stay in Germany should preferably be announced in the application for the regular scholarship and can only be awarded if the necessary financial means are available.
- If you would like to apply, please note that the funding period for a short-term research stay in Germany is part of the In-Country programme and the regular study period of the programme may not be exceeded by the short-term research stay in Germany, this must be included in the regular study period of the In-Country programme.
- a monthly scholarship payment for living costs
- health/accident/personal liability insurance
- a flat-rate travel allowance
b) invited to apply for different Summer Schools in Germany (four weeks).
All further details regarding additional benefits and the additional application processes will be provided after admission to the scholarship programme.
Application requirements
What requirements must be met?
Applicants
- have successfully completed generally a three-year university degree with above average results (at least: Second Class/Upper Division or equivalent, if applicable)
- clearly show motivation and strong commitment
- have thorough knowledge of the language of instruction (English and/or Arabic)
- have generally completed their last university degree not more than six years ago at the time of application
- must be nationals or permanent residents of the Palestinian Territories since at least five years
- should generally be
a) staff member of a public university,
b) candidate considered for teaching or research staff recruitment and/or
c) from the public sector
Scholarships are initially granted for one year and can be extended to a maximum of the regular period of study upon receipt of an application for extension. Scholars must demonstrate satisfactory progress before an extension is granted.
Please note: Some universities might have additional requirements for admission.

The test should have been taken no longer than two years before the application deadline. - Applicants have to be aware that there might apply additional language requirements at their desired Palestinian university. Please check the homepage of the university of your choice to find out the specific language requirements.

Application deadlines are updated at least once a year. In most cases, they are in the same period as the previous year.
Application documents
Mandatory documents to be submitted in English for the DAAD scholarship application:
- DAAD application form (available in the DAAD-Portal)
- identification document (i.e. passport or ID card); if your nationality is not Palestinian, please submit a proof of residency in the Palestinian Territories for the last five years (to be submitted to the DAAD portal under "Miscellaneous")
- Curriculum vitae in tabular form (max. 3 pages)
- Letter of motivation (1 to 3 pages)
- 'Information about your preferred master programmes'
- Letter of admission for the host university (this can be subsequently submitted before the scholarship begins, if it is not available at the time of application)
- Certified copies of university degree certificates including transcripts (the final certificate must be submitted as soon as possible and before the start of the scholarship at the latest, if it is not available at the time of application; transcripts must be submitted until the application deadline)
- School-leaving certificate which entitles holders to study at a university in the home country (with all individual grades)
- Semester schedule (if applicable, please add the information how and when a planned research stay in Germany would fit into the semester schedule)
- Proof of English language abilities; please refer to the point “What can be funded?” in the tab "Overview" and check the language requirements according to your desired study programme (marked with one, two or three asterisks):

The test should have been taken no longer than two years before the application deadline. - One recommendation letter by a university teacher (to be submitted by post; see point “Application location”)
Optional documents:
- Additional documents that might be relevant for your application (e.g. proof of internships, proof of employment).
- List of publications (max. 10 pages)
Important information regarding your application:
- Please additionally submit certified German or English translations of documents submitted in the national language.
- Your application is only valid if you submit all the required documents to the DAAD portal on time. Incomplete or incorrect applications cannot be considered. You are responsible for ensuring that your application is complete.
- Certificates, proof of credits, certifications and translations may be scanned in non-certified form and uploaded to the DAAD portal. The DAAD reserves the right to request certified copies of the documents.
- If you do not have documents such as recommendation letter and/or letter of admission at the time of application, please mention and explain this at an appropriate place in the application.
- Please note that the scholarship only becomes effective as soon as the admission letter from the university is issued. This must be submitted to the DAAD Portal as soon as possible and is part of a complete application (this can be subsequently submitted before the scholarship begins if it is not available before).
Application location
All application documents have to be submitted via the DAAD portal, except for the reference letter.

Applications submitted through other channels or to other authorities will not be considered.
Please note
- Your application is only valid if you submit all the required documents to the DAAD portal on time.
- For submitting references by post, the postmark date serves as proof that they have been dispatched on time.
- The DAAD portal closes at 24.00 hrs. Central European Time (CET) on the last application day.
- The application documents remain with the DAAD. Data relating to applicants is saved by the DAAD in accordance with the Federal Data Protection Act and with the EU Data Protection Regulation insofar as this data is needed to process the application.

Submitting an application
General information on the application via DAAD portal
You can access the DAAD portal by clicking "Application portal" at the end of the page. Here you will find an online application form in which you can enter your application data.
This is what you have to do:
1. Register in the DAAD portal (Read notes about registering in the portal >>)
2. Applying online in the DAAD portal (Read notes on applying in the portal >>)
- Download and complete the online application form
- Prepare application documents
- If necessary, translate documents (unless they are already in German or English).
- Scan paper documents (except references) and save in PDF format. Please note that you can only upload PDF files to the portal.
- Upload the completed application form and the other application documents to the portal in PDF format. Translations, if applicable, should be uploaded together with the document issued in the original language.
- Submit the uploaded application documents online.
